Uplinking
of TV Signals from Indian soil has been envisaged
in three phases. In the first phase, uplinking
from Indian soil & through VSNL was permitted
to those Indian broadcasters who had been taking
foreign exchange release for this purpose for
uplinking from abroad.
In
the second phase, uplinking has been permitted
to all Indian companies who are broadcasters,
without making it mandatory to uplink through
VSNL.
In
the third phase (yet to be implemented) uplinking
would be mandatory from Indian soil for all broadcasters.
As per present policy, the facility to uplink
from India is provided on case to case basis subject
to certain parameters and criteria, the main ones
being as follows: The applicant should be an Indian
satellite channel with resident Indian equity
holding of not less than 80% and effective management
control being with resident Indians.
The
channels would be required to abide by the Programme
and Advertising Codes, as are presently applicable
to Doordarshan. The uplinking facility would be
available either through VSNL or with effect from
1.8.99, through own uplink earth station for own
T.V. channels only.
The
facility would be available only to ITU coordinated
satellites - which would mean successful completion
of national and international coordination as
appropriate, within the coordinated technical
parameters. Applicants would have to be in possession
of a transponder on such satellite as enumerated
in point 5 above. The approvals would be subject
to the siting clearance from Standing Advisory
Committee for Frequency Assignment (SACFA) of
Ministry of Communications and clearance from
the Department of Space as per their SATCOM policy.
The
transmission would be in C Band (not above 4800
MHz for downlink frequency) for Television signals
only. The uplinking permission would be granted
for a period of one year in the first instance.
In
terms of procedure, the applications would need
to be made to the Ministry of Information & Broadcasting.
On the basis of a No Objection Certificate issued
by this Ministry the final approval and licence
would be given by the Wireless Planning adviser
(WPA) in the Department of Telecommunications,
subject to the usual terms and conditions, and
payment of licence fee and royalty etc.
